When you published an image from App Layering to PVS, Target Devices may not show BITS performance counters.
Set the vdisk update service to Delayed Start. This should allow enough time for the perf counters to be rebuilt.
Apps installed in App Layers may create perf counters. In order for all those perf counters to show up properly in a published image, an App Layering script rebuilds the perf counters on startup. In this case, the BITS service is starting before that rebuild is complete. The perf counter itself may become visible after the rebuild is done but if BITS already started by that point, it would not be able to use it. The reason BITS is starting so soon is because the vdisk update service from PVS has a dependency on BITS.
