Citrix has changed how CSP/partners will onboard new cloud tenants via partner cloud console. This includes the change in the workflow for creating multi-tenant or single tenant customers:  

1. For new multi-tenant customers, partners can continue to add new tenants via partner cloud console like today;
2. For new single tenant customers, partners will need to obtain the new Org ID from Customer Service first before linking the accounts and allocate the license.

In the Cloud Console, the partner would also see message of the introduced changes in the workflow.
