Download the latest standalone installer package of WebView2 from the following page, then install it manually before installing Remote PowerShell SDK.

Problem Cause

Remote PowerShell SDK installing process will detect if the WebView2 has been installed in the machine.
In the environment with internet access, WebView2 can be downloaded and installed automatically.
If WebView2 downloading is blocked because of network restriction, WebView2 needs to be installed manually otherwise Remote PowerShell SDK installation will be failed.
