If the issue is resolved by any stage do not proceed with successive steps

1. Place the hosting connection in and out of maintenance mode
2. Use 'Get-BrokerHostingPowerAction -pending' to determine if there are pending power actions. Do not restart the Citrix Host service if there are pending power actions
3. Restart  the Citrix Host service on one Delivery Controller at a time
4. Restart the Citrix Broker service on one Delivery Controller at a time
5. Restart both the Delivery Controllers one at a time
