Citrix Workspace App cannot remove the old shortcut folder after changing the shoutcut path to a new folder by https://support.citrix.com/article/CTX201105/how-to-silently-remove-and-cleanup-application-shortcuts-from-citrix-receiver

The old shortcut folder can be removed by AD GPO
  1. Create a new GPO and link to the OU which the user accounts in
  2. In the left pane of the Group Policy Management Editor, navigate to User Configuration → Preferences → Windows Settings → Folders
  3. Right click and select New → Folder
  4. Select Delete from Action drop-down box
  5. Select the option "Delete allfiles in the folder(s)"
  6. Save the policy
  7. The folder should be deleted after the users re-login
