Resolution
Clear space in /var/crash.
As of 13.0-84.x, when adding an additional HDD to an ADC, code was added to create a soft link of /var/nslog to newly created disk /var/crash/nslog.
Upon upgrading past 13.0-87.x, for the first time; this symlink will be created automatically
If you face an issue with /var/crash filling continuously, you may remove the sym/softlinks in /var/ and the directories from /var/crash/ and reboot the appliance.
Problem Cause
Services and Virtual Servers show State: Unknown.
With /var/crash becoming full, nsaggregator process (which is primarily involved with collecting stats and writing to newnslog) is unable to create/open newnslog files. This is causing it to go into a wait/retry state and other processes are unable to connect to it. err no 61 is "Connection refused".
