Resolution
- Kill the 3rd SEP process on file server which store the UPM user data.
- CPU usage decrease below 10% and issue resolved

Problem Cause
- Check the UPM log and find it will take around 20 minutes to download user data from file server to VDA
- Try to manually copy and paste user data from file sever user store to VDA local, and found it did take long time to execute copy and paste.
- Log on file server which stored UPM user data, and found CPU usage was more than 50%, which caused by 3rd security scan application SEP.

Above all, the issue caused by SEP Scan Action at target time, which lead to a decline in high-concurrency read performance for UPM file server.
