Description
Download Folder Redirection (FR) does not work for 10+ end users of 200+ users in total, the issue reproduces constantly when users launch edge application and check default download path

For normal FR scenario, CseEngine.exe will query and set FR policy path in registry first:
Then svchost.exe will set "User Shell Folders" value after query:

- Manually modify "User Shell Folders" registry from local to Folder Redirection path:
