Unable to Access Director with Error "403 access is denied"

Description
Unable to access Director after upgrade. An error 403 access is denied is thrown.
Resolution
Uncheck the "Require SSL" option in IIS manager for default website.
Problem Cause
"403 access is denied" even exists when we attempt to access http://localhost on each problematic DDC(director) servers.
By further check, we noticed "Require SSL" has been checked under "SSL setting" of IIS for the default website.
