Can't apply policies due to error events of CitrixCseEngine.

• Event ID 12: CitrixCseEngine - Processing of group policy failed for reason 0x8007007B
• Event ID 42: Citrix Profile Management - An error occurred while trying to update policy settings for user 'Domain\User'. Policy settings may not have been applied correctly. Error code: '123'
• The issue can occur even when there are no GPOs, WEM policies, or Citrix policies applied 
• If VDA is uninstalled from the machine, the issue does not occur
