WEM agent upgrade on the platform layer fails on in-place upgrade or post-installation with the Applayered Images.

1. Delete content of "C:\ProgramData\Microsoft\Crypto\RSA\S-1-5-18" from the platform layer
2. Reboot the Packaging Machine
3. Re-run WEM agent upgrade
