Resolution

To resolve customer ran:
netsh winhttp reset proxy

Problem Cause

There was a proxy that was set and carried over in the 20H2 WIM This proxy did not show up when running

netsh winhttp show proxy

Procmon logs showed that the proxy was intercepting AuthManSvr.exe traffic to the StoreFront server so AuthHttpRequests were not completed and configuration couldn't complete
