Citrix Monitor Service VDA Plugin -- Error 1721.
There is a problem with this Windows Installer package. A program required for this install to complete could not be run. Contact your support personnel or package vendor. Action: CompileResourceUtilizationMOF, location: C:\Program Files\Citrix\Virtual Desktop Agent\, command: mofcomp.exe "Citrix_ResourceUtilization.mof" and MSI (s) (D8:C8) [05:34:07:926]: Product: Citrix Monitor Service VDA Plugin
-- Installation failed. MSI (s) (D8:C8) [05:34:07:927]: Windows Installer installed the product. Product Name: Citrix Monitor Service VDA Plugin. Product Version: 7.28.0.11. Product Language: 1033. Manufacturer: Citrix Systems, Inc.. Installation success or error status: 1603.

Impact of the issue : ListOfDDCs were not created on the VDA.

Resolution

1. Open Control Panel -> Open System -> Browse to Advanced System Settings -> Environment Variables
2- Under System variable Edit Path -> Add New -> C:\Windows\System32\Wbem and %SystemRoot%\System32\Wbem
3- Reboot
4- Now run the VDA cleanup utility and uninstall previously installed failed components.
5- Reboot
6. Install the VDA 2012

Problem Cause

Issue is occurring since msiexec was trying to find mofcomp.exe in c:\windows or c:\windows\system32 and not in default location which is C:\Windows\System32\Wbem and %SystemRoot%\System32\Wbem
