Description
Unable to launch Published Application, getting error message: "The Resource is unavailable currently. Try again later." 
Resolution
Change the setting "Limit the number of instances running at the same time to" on the published application to the correct amount or unlimited.
Problem Cause
Published Application was set to only allow 1 instance of the application "Limit the number of instances running at the same time to" set to 1. (this will only allow the application to run 1 time no mater the number of users.)
