This can be implemented through the Citrix ADC GUI or CLI.CLI:
set appfw profile test_profile -cookieTransforms ON -addCookieFlags secure
GUI:
app fw profile -> Security Checks - > Cookie Consistency -> Action Settings -> Check Transform - >Flags To Add In Cookies set secure
