This issue is noticeable when moving windows across the desktop, the icons on the desktop start flickering, also when moving the mouse across the screen the desktop icons are flickering.

Resolution

Set this policy via GPO to create at Logon:
KEY_CURRENT_USER SOFTWARE\Classes\CLSID\{031E4825-7B94-4dc3-B131-E946B44C8DD5}
Action: Create
Type: REG_SZ
Value: (Leave Empty)

Problem Cause

Issue with OS Registry missing required files for operation
