Error "A fatal error occurred. Would you like to restart Citrix receiver?"

Check .NET Framework minimum requirements as below : 

• Self-Service plug-in requires NET 3.5 Service Pack 1.
• The .NET 2.0 Service Pack 1 and Microsoft Visual C++ 2008 Service Pack 1 Redistributable Package are required.  Note: Check Citrix product documentation for the minimum requirement of .Net Framework, based on the version of Receiver.

Reboot the machine after installing the above software
Then install the Offline plugin from https://www.citrix.com/downloads/citrix-receiver/additional-client-software/offline-plug-in-674.html 
Once installed, install receiver for windows 4.12 from https://www.citrix.com/downloads/citrix-receiver/windows/receiver-for-windows-latest.html by running as an administrator
