Description
The TileDataLayer model (%LOCALAPPDATA%\TileDataLayer\Database) that worked on previous versions of Windows 10 has been removed from fall creator (v1709) and our current Citrix User Profile Manager customization to make Start screen/Modern Apps work are no longer applicable.
Resolution

Problem Cause
MS known issue KB4089848 for Win10 start menu tiles in version 1709: Addresses issue where tiles in the Start menu aren't preserved when upgrading from Windows 10 version 1607 to Windows 10 version 1709.
