This issue occurs when using third-party office KMS activation tool ( heu kms activator v7.8.8 ) on Server 2008 R2 VDA.

Resolution

Install office 2013 instead of office 2016 with the use of heu kms activator.

Problem Cause

third-party activation is not compatible with the Citrix environment.
