When browsing in the App Layering Management Console web page to the System -> Settings and Configuration page, a box saying "In Progress..." pops up in the middle of the HTTP Certificate Settings section, and the page never finishes populating.  5 minutes later, the entire management console web page times out.

"The Layering Management Console is having trouble communicating with the Management Service.  This issue usually indicates that a service interruption occurred, the service restarted, or the connection was lost."

Resolution

The problem is caused by a resource limitation exposed by increasing the number of virtual CPUs allocated to the ELM.  The ELM is deployed with 4 virtual CPUs, and that is what we test with.  If you have manually increased that, you can cause problems in the ELM. 
 
Shutdown the ELM, reduce the number of virtual CPUs to 4, and boot back up.  The problem should be resolved.
 
Note, this is not a problem with the HTTP Certificate.  That just happens to be where the "In Progress..." box pops up.  The entire page can't be rendered because of a lack of available database connections.
