Android Secure Mail Error "THE VPN SERVICE HAS FAILED TO CONNECT"

Description
Secure Mail users receive an error : The VPN service has failed to connect.
In the Secure mail logs we find :

507 = Vpn
"2017-03-21T15:30:43.946+0800","MDX-ErrorCodes","WARNING ( 3)","ErrorCodes = 602
602 = VpnFailedOptional
Resolution
Verify the certificates installed on Netscaler is valid and the chain is linked.
Add a valid DNS Suffix if already not present.
Configure the Netscaler Gateway Service in the MDX policy as required.
Problem Cause
The DNS suffix and background network service gateway in app mdx policy was not configured correctly.
