POSSIBLE SCENARIO #1: The Windows Firewall WEM broker Server may be blocking communication to the license server and therefore, no connection can be made from the Wem Broker to the Citrix License Serer. Disable the Windows firewall on the WEM Broker server.

POSSIBLE SCENARIO #2:Customer is running with XA/XD Advanced licensing
--WEM specifically requires XA/XD Enterprise or Platinum with active SA
Licenses will need to be upgraded to Enterprise or Platinum XA/XD licenses.
POSSIBLE SCENARIO #3:Identify the proper License Server Manager Port being utilized on the Citrix License Server (default is 27000, but a custom port may be used).
Check the Infrastructure Services Configuration Utility's "Licensing" tab and then the "Configure License Server" option under the "About" tab in the WEM Administration Console.
Update the port information in either application where the license server port is incorrect.
