When trying to add an EULA to the splash page on the NetScaler, the following error is displayed:
EULA update entry success. But cannot open EULA XML en.xml to update content.

Complete the following steps to resolve this issue:

1. Login into NetScaler via Command line (SSH:putty)
2. Type “shell”
3. Type “cd /var/netscaler/logon/themes/EULA/”
4. Type “perl eula_upgrade.pl”

As a workaround, you can copy all the files from the default folder /var/netscaler/logon/themes/Default/resources/*.* and paste them into the /var/netscaler/logon/themes/EULA/resources/*.* 

Problem Cause

During installation, the NetScaler may not have unpacked all of the packages.
