Description
The issue happens when the Internet Explorer options are set to "Always open pop-ups in a new window" If we set the option to "Always open pop-ups in new tab", it would work correctly.

Resolution
To fix this, change the UAC on the server from "Never Notify me" to one level up (i.e. Notify me only when programs try to make changes to my computer (Do not dim my desktop).

This is a workaround to manage pop-ups from intranet sites from Windows.
