Userenv error 1085 occurs intermittently when a user logs on to a Virtual Desktop Agent (VDA) and the following entry is written to the application event log:

Description: The Group Policy client-side extension Citrix Group Policy failed to execute. Please look for any errors reported earlier by that extension.
If this error occurs, the Citrix Group Policy is not applied to the VDA.
Open the registry editor on the VDA.
Navigate to: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\CitrixCseEngine
Modify the DependOnService value, by adding TermService to the existing value.
Restart the VDA.
Review the properties of the Citrix Group Policy Engine after the VDA has restarted to verify the dependency on Remote Desktop Service is configured.
This error occurs following start or restart of VDA if the Citrix Group Policy Engine (CitrixCseEngine) attempts to start before Remote Desktop Services (TermService) has started. To process and apply Citrix policies on the VDA, the Citrix Group Policy Engine uses the Terminal Services API during the user logon process. If Remote Desktop Services is not running when the user connects to and logs on to the VDA, the Citrix Group Policy fails to apply.
