A: The State is the state of the service derived from the monitors that are bound to the GSLB service and the Effective State is the state derived from the Load Balancing Virtual Server that is bound to this service. However, if you do not bind a monitor to the GSLB service, then both the State and the Effective State correspond to the State and Effective State of the Load Balancing Virtual Server bound to this service.
A monitor can be bound to a GSLB service as shown in the following screen shot:
With this monitor bound and with the Effective State of the Load Balancing Virtual Server being Down, the state of the GSLB service still remains Up.
Note: The GSLB Virtual Server does not consider the Effective State but the State of a GSLB service. This means that even if the Load Balancing Virtual Server bound to the GSLB service is Up, the GSLB Virtual Server would be marked Down if the state of the monitor bound to the GSLB service is Down.
