License Server registration - License Server failed to generate registration code

Description

After clicking the Register button in Citrix Licensing Manager, a Windows pop-up dialog appears with the following error:

License Server failed to generate registration code
Ensure you have the DigiCert Global Root CA certificates installed. If they are not installed, manually download and install the certificates, and then try again.

Initial verification indicates that the required DigiCert Global Root CA certificate is already present and trusted on the License Server.

It has been confirmed that no proxy server is deployed in the customer's network environment.

TCP 443 and DNS resolution to following service are fine.

Testing of the HTTPS/TLS handshake and certificate validation process fails with the following error:

The underlying connection was closed: An unexpected error occurred on a send.

Cause

The SSL/TLS Inspection device is dropping or blocking the TLS handshake between the License Server and Citrix License Activation Service endpoints, preventing successful establishment of a secure connection required for registration.

Resolution

Configure an SSL/TLS Inspection bypass (exemption) for all Citrix License Activation Service (LAS) endpoints and related Citrix Cloud licensing URLs.

Issue/Introduction

When attempting to register the License Server 11.17.2 build 54100 through Citrix Licensing Manager, the registration process fails and no registration code is generated.
