BitLocker policy Deny write access to fixed drives not protected by BitLocker  is enabled on the OS Layer.

BitLocker is not supported with Application Layering. Remove the BitLocker policy

Follow the below steps to remove the BitLocker policy applied using the Local Group Policy Editor

1. On the OS Layer version, open the Local Group Policy Editor
2. Navigate to Computer Configuration > Administrative Templates > Windows Components > BitLocker Drive Encryption > Fixed Data Drives.
3. Double-click Deny write access to fixed drives not protected by BitLocker.
4. Select Not Configured  
5. Click OK to save changes.
6. Reboot the OS Layer and Finalize the version.

App Layering packaging VM displays a BSOD error with stop code CRITICAL_PROCESS_DIED when booting an Application Layer or Platform Layer.
