In this scenario, users connecting through Citrix DaaS using the HTML5 client noticed that parts of the user interface were displayed in Dutch, despite the following configuration:

The Server OS was installed and configured in English
No additional language packs were intentionally installed
Only regional settings were being enforced to comply with EU date, time, and numeric formats

Further investigation confirmed that the language change was not triggered by user interaction within the session. Instead, a Group Policy Object (GPO) / Citrix policy was enforcing a regional or culture setting that implicitly selected a non‑English language.
When the same user logged in with a policy that did not enforce the EU regional layout, the session correctly displayed content in English.

Resolution

The issue was resolved by modifying the policy enforcing regional settings so that:

The session language remains English
EU‑specific date, time, and decimal formats are preserved
No unintended culture or language override is applied

After updating the policy, new user sessions correctly displayed the interface in English while still respecting EU regional formatting requirements.

Customers may observe that applications or UI elements launched through Citrix HTML5 (Browser-based) sessions display text in an unexpected language (for example, Dutch instead of English), even though the operating system and application language are configured for English.
This behavior is caused by user or group policies enforcing regional or culture settings that override the session language, particularly when combining English language settings with EU regional formats (date, time, and decimal separators).
