Citrix Licensing Manager Console cannot be opened with error ERR_TIMED_OUT

Same error seen on License Server console with URL  https://localhost:8083

It is also observed that “Citrix web services for licensing” service stays in ‘starting’ state.  

No error is seen in event log showing an exception, and no crash is observed. 

Sometimes error 1053 “The service did not respond to the start or control request in a timely manner" is observed.

Cause

When the service starts, an SSL connection is made to these URLs. 

In a non-working scenario, this traffic is blocked causing the service to fail to start.

Open the following URLs on the firewall, 

https://las.cloud.com:443

https://customers.citrixworkspacesapi.net:443 

https://trust.citrixnetworkapi.net:443 

https://trust.citrixworkspacesapi.net:443 

https://cis.citrix.com:443 

https://core.citrixworkspacesapi.net:443

Test-NetConnection or Telnet do not do an SSL handshake and so are  not sufficient to test connectivity.
