When creating a MCS catalog in AWS, catalog creation fails with an error.

StudioErrorId : ProvisioningTaskError ErrorCategory : NotSpecified TaskState : FailedToCreateImagePreparationVm TaskStateInformation : Terminated ErrorId : FailedToCreateImagePreparationVm Operation : PreparingMasterImage ErrorMessage : Exception while uploading identity information via Direct Upload and Download. Volume Worker Support has been disabled. Please check the permissions associated with the policies or contact the administrator

This is a known issue in CVAD 2503 where the preparation machine may not have its encryption configured propperly.  When combined with an AWS policy that enforces encryption, the catalog will fail to be created.  

This issue is resolved in CVAD 2507.  A workaround would would be to remove the encryption policy in AWS until the catalog is created.
