Biased on the ProcessMonitor log captured from the Preparation VM,

• Microsoft Intune process deviceenroller.exe applied FDVDenyWriteAccess=1 registry value, which is equivalent to Microsoft BitLocker policy setting "Deny write access to fixed drives not protected by BitLocker".
• As a result, ImagePreparation.exe failed to write the result file 'PreparationStatus.xml' to 'C:\Program Files\Citrix\PvsVm\Service\PersistedData\' with error MEDIA WRITE PROTECTED.

Remove the master image VM from the management of Microsoft Intune. Then MCS image preparation is properly done and the machine catalog is successfully created.
