There are several DDCs in customer's environment, the previous version of DDC is 1912. customer upgrade all DDCs to 2402 CU2 and imported all the policies of DDC 1912. but found the policies can not apply to VDA successfully. VDA failed to get these policies.

In the new version of DDC, the policy synchronization mechanism was modified. first, after a policy changed, it needs to wait around 10 minutes to take effect. second, while has several DDCs, the wrong value of adminaddress in policy files, caused policy apply failed.

This is the bug in CVAD 2402, it is fixed by private [CVADHELP-25696].
