Secure Hub on Android always shows badge notification as 1

Description
Android Secure Hub notification should only show badge count if there is any new update/policy.
Instructions
This is an expected behaviour for latest Android OS versions(8.0 and later).Configure and deploy 'XenMobile Options' Policy by enabling Traybar notification - hide traybar icon.
- Set connection timeout as per the requirement, default is 20 mins

Also configure GCM/FCM from XMS admin console - Settings
