Resolution
Enabling "Enhanced Desktop Experience" resolved the iPad issue.
Problem Cause

User are unable to launch published XA 7.x VDA published desktops and application from iPad with Receiver for iOS 7.2.3 with Smart card, however app launch works fine with latest iOS receiver without smart card (explicit login).
