Resolution

This is by design.
There are two ways to resolve this issue.

Option 1: Re-set the registry manually.
  1.  Open the Registry Editor.
  2. Open the key for HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\CtxUvi
  3. Right-click on "UviProcessExcludes" and click "Modify".
  4. Register the target process name (notepad.exe in the following screen) separated by semicolons at the end of the value, and click "OK".
  5. Please don't delete values that have already been registered.
  6. OS must be restarted for the settings to take effect.
Caution
  • If the process name exceeds 14 characters including .exe, please make sure it fits within 14 characters.
  • For example, if the name is 15 characters like badlongname.exe, please make it 14 characters like 'badlongname.ex'
  • Wildcards are not allowed.
  • Separate them with a semicolon.
Option 2:  Distribute the registry settings in the group policy.
