No device licenses are currently available error when using Server OS Target Devices

Description
- PVS Target devices report "No device licenses are currently Available"
- Restarting the PVS targets will temporarily make the error go away but it will re-appear after a brief period
- Under Target Device properties the assigned license will be listed as "n/a" despite licenses being available
- In the PVS server CDF logs the following messages can be observed:
- Requesting a license. Profile: *license type*
- LicenseMgr::GetLicense, Information,"License not granted. Requesting release
Resolution
Ensure that the correct licenses are available for Citrix Provisioning for Server OS Target Devices.
For example, Citrix Virtual Apps advanced licenses do not provide the ability to stream Server OS targets, Citrix Virtual Apps Premium license will be required for it.

Problem Cause
Citrix Virtual Apps advanced or standard licenses will not be granted to Server OS Target Devices as they do not support this feature.
