• An application hosted on a non persistent MCS provisioned Virtual Delivery Agent (VDA) does not launch even after rebooting the VDA
• The application does not launch inside a console or RDP session (non-citrix session) when we attempt to launch it on the VDA directly
• If we boot the master image VM from the snapshot used as the master image for the catalogue and connect to it via console or RDP, the app can be launched inside the session.

• As the issue can be recreated in an remote desktop or console session, it is not a seamless app launch issue, but usually an app or OS level issue on the VDA
• As the issue does not occur on our master image VM, but does on a production VM, we can assume the image is fine, but the issue occurs shortly after the VDA is booted from it master image.
• Consider what may make changes during this time - the most likely causes are security products or actions pushed down via GPO. 
• Try disabling security products / anti virus temporarily to rule it out.
• Ensure the file and process exceptions are setup in your antivirus or security product for the Virtual Delivery Agent are setup as per here: https://docs.citrix.com/en-us/tech-zone/build/tech-papers/antivirus-best-practices.html#virtual-apps-and-desktops
• Try putting one VDA machine into an OU with no GPO inheritance to rule out GPO related issues.
