However, since one of the already supplied templates, "Citrix_SmartcardLogon", already contains two of the three required policies ("Client Authentication" and "Smart Card Logon") I would recommend that you copy and modify this template as opposed to creating a brand new one. Then you would only need to add the "Secure Email" policy which you have specified as per:
