While installing VDA, create MCS image and create (PVS) were missing.

Resolution

-- Compared the hardware configuration in the hypervisor between the working servers and the non-working servers.
-- Found out that the working one had BIOS booting and non working had UEFI booting.
-- Changed it to BIOS, all the 3 options appear on the VDA installation agent.
-- Even if UEFI booting is enabled, a group policy can be applied from the AD GPO to turn ON virtualization based security.
-- Found that if you try to install the Citrix VDA on a machine catalog/master image, it won't work if the VM (AHV/Nutanix) has Windows Defender Credential Guard enabled.
