Can't use fido2 to authenticate in session webbrowser

Description
Customer is implementing FIDO2 in our environment but has not succeeded in getting edge opened as a published app to authenticate with the attached card reader and fido2 card.
Customer is using "https://www.token2.com/tools/fido2-test/index.php " to test if the card reader is working.

Resolution
Your server-side OS Windows 2016 does not meet the requirements. The option are:
1. Use Windows 10 VDA on the server and Client side with Citrix version 2203 .
2. Use Windows server 2019 VDA and Client Windows 10 with Citrix version 2303
Problem Cause
Incompatible OS version 2016. Requires a “Windows 10 Version 1809 (client and host) or later”.
