This is a known issue, and the fix is released in CVAD 2203 CU3 against the reference CVADHELP-20207.

1. Upgrade VDAs to 2203 CU3 or later.

Problem Cause

The issue is observed when the network was disconnected before PdRawInput() -> InitSessionKey() was called at the first connection causing a timing issue, and the session terminates before the key for secure ICA gets generated
