License in grace period event is logged after upgrade to 2203 or 2203 CU1 LTSR PVS

Description
An incorrect event is logged indicating that the standalone PVS licenses (PVS_STD and PVSD_STD) are in grace time when using CVAD licenses. The issue occurs after upgrading Provisioning Servers to version 2203 LTSR or 2203 LTSR CU1.
Resolution
This is not a license file issue.
