Use the following process to add the new languages instead of using lpksetup.exe
1) Go to Start Menu > Settings > Language.

2) Add the desired language pack(s) to the "Preferred Languages" set.
A. Adding language packs to the image does not mean they should be made the default language (unless you intend to change the default).
B. Select other options such as Speech, etc. (Varies by language/locale).
C. Make sure the Language Pack(s) install successfully. This can take a long time.
D. Note that some Language-Pack combinations will need to be re-ordered to resolve warnings on this page. When this happens, you'll see a red warning message on the page with a handy button to automatically fix the ordering.
3) Scroll down and follow "Administrative language settings" -> "Administrative" -> "Copy Settings...".
A. Select the "New User Accounts" box at the bottom (Language settings will also apply to existing
user-layers).
B. Optionally, the "Welcome screen and system accounts" box can also be selected.
C. Exit using OK to get back to "Language Settings" main page.
4) Finalize the App Layer. This App Layer must be included in the image
5) Once deployed, users can use "Language Settings" to add these Language Packs to their virtual desktops and select a default Windows display language. Existing user layers that have already added any of these Language Packs should begin to work as expected.
Note that any changes to the Language settings in the master image will require the "Copy Settings..." step to be repeated. It may also be necessary following a Windows upgrade of the master image.
Problem Cause
Language packs are not available to all users by default.
