Resolution
Whitelist the IP Range 13.64.0.0 - 13.107.255.255
Problem Cause
Palo Alto Threat Version 8559-7361 erroneously identifed the 13.0.0.0/8 network as a China location
As a result, the Citrix Cloud IP Range 13.64.0.0 - 13.107.255.255 traffic is blocked -> Cloud Outage occurs
