Unable to boot Target Device. Error "Server [IP Address]:6930: vDisk file access permission denied."
Resolution
- After adding the service account for soap/stream services to local admin group on the PVS server we were able to boot the TDs successfully
- The Soap/Stream service accounts needs to have explicitly either local admin or perform volume maintenance in the user rights assignment within the local secpol.msc

Problem Cause
The service account for the soap/stream service did not have local admin privileges on the PVS servers
