"Citrix HDX WS x64 -- Error 1723. There is a problem with this Windows Installer package. A DLL required for this install to complete could not be run. Contact your support personnel or package vendor. Action SetWin10orGreaterProperty library: C:\Windows\Installer\MSIB520.tmp

Resolution

Copy vcruntime140_1.dll from another normally running VDA and paste it to C:\WINDOWS\SYSTEM32 on the problematic VDA.
Clean up VDA components with clean up utility.
Reinstall VDA

Problem Cause

The Microsoft process monitor log captured during the installation phase shows that C:\WINDOWS\SYSTEM32\vcruntime140_1.dll is missing.
