Credentials on secondary node not working after upgrade from 12.1 to 13.0

Description
After upgrade user unable to sign-in to their secondary ADC device. User will see error "Invalid username or password"
Resolution
Error seen by users after upgrade to 13.0
1 - after upgrading the device to 13.0-82.45 users seeing above error when signing into secondary node
2 - Force failover on the primary node and the users will be prompted to create new password for device
3 - update new password that should match with the secondary device
4 - When updated password has been added users should be able to access both devices
