Installation of VDAWorkstationCoreSetup_1912.exe fails with erorr 1603. "IcaWS_x64.msi" fails to install on Windows 10 1909 System.

Create the following registry keys on the VDA
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Perflib
"Last Counter"=dword:00000000
"Last Help"=dword:00000000
