ID 1,2,4 from Citrix Cluster Join Service in event viewer.
The issue is only with SF 1912 LTSR CU1 or above.
The issue is specifically with Server OS running language French/German (non-english)

 

Citrix unable to add the correct permission during the cluster join, 
The issue could be due to that  NT SERVICE\CitrixClusterService and NT SERVICE\CitrixConfiguratonReplication cannot be searched in the French or German language as they have special characters

Follow the below steps to manually provide permission before joining the secondary storefront to the cluster:

1. On the primary storefront server add the below accounts under the Administrators and  CitrixStorefrontAdministrators group.

• Machine account of Storefront 1
• Machine account of Storefront 2
• NT SERVICE\CitrixClusterService
• NT SERVICE\CitrixConfiguratonReplication

2. On the second storefront server add the below accounts under Administrators and CitrixStorefrontAdministrators group.

• Machine account of Storefront 1
• Machine account of Storefront 2
• NT SERVICE\CitrixClusterService

3. Try to add the secondary server to the group. The server gets added, sometimes it may fail to complete the propagation. 
4. Close any PowerShell window opened on the storefront servers. 
5. Close Storefront console in the secondary storefront server if opened.
6. Try to propagate the changes again from the primary server. It should propagate successfully.
